Is this a good time to buy in San Francisco? Why or why not?

Do you want my opinion as a realtor or personally speaking? By picking one or the other you're going to get different answers.
1) As an agent, yes, now is absolutely perfect time to buy. There are a lot of homes on the market and they're not selling very quickly, creating a lot of anxious sellers. This is the perfect time to be able to deal a little more than you would have been able to a year or two or three ago. So, yes, absolutely. Buy now.
2) Personal opinion. No, now isn't a good time to buy, even though prices are dropping a bit and homes have been sitting stagnent for longer than normal. However, even though you can work the price down, homes in the Bay Area are still far over where they should be (in my personal opinion) and, it's my personal feeling that they will continue to decline in value. If you're looking for the long term, say 10 years or so, buying now shouldn't harm you. If you're looking for short term, I wouldn't suggest taking the leap now. But, again, that's my opinion. The decision to purchase are entirely based upon what your goals are.

A residential home , yes. A big piece of Commercial, no.
