It all depends on what you want to do. A word processing computer doesn't need anything above a 2gig processor and 256Meg of memory and a cheap video card. But if you want to do hardcore gaming then you're looking at no less than 3 Gig (dual core preferred) and memory of 1Gig minimum and a video card with 512Megs on your video card. For burning DVD get something in-between.
Regarding reputable stores... choose a store that pays more than minimum wage. The local CompUSA in my town has some pretty stupid employees giving wrong information.

Depends on what you want.. if your using it for just internet, email, word docs, and instant messaging. spend no more than 600 for a system. if your gonna be doing some hardcore gaming buy something around 800-1000

First, decide how you intend to use it.
For me, basic is fine. For my son, an engineer, much more is required.
I would advise you to go to a reputable store and talk with one of the techs so you get what you need without overkill.

you select it by what you want it to do, gaming systems need alot of memory and fast processors, while business systems usually don't
