No,definitely not.Electric field of wire is the space around the wire where its effect can be felt. Electric field occurs only when current passes through the object.

actually no. wires basically have the ability to produce a lot of current when current is availible because they are metals. it is meaningless to say they have current when nothing is originated. that is the reason wires are made of plastic insulators.
