check out www.craigslist.com. There's a section for free stuff. I've seen a lot of people giving away free clean dirt.

Have you thought about flowers and plant and little bushes to put into this already landscaped yard. Instead of spending your money on the land fill, spend it on buying and planting your garden. You will be pleased in the end. Working in the garden is very therapeutic. Of course, seek a landscaper's point of view.

Well, you can Find Clean Fill dirt for low or no cost. That should work unless you want more than just grass in your lawn, otherwise, investing in some topsoil or compost would help add nutrients to the dirt.

before you do that, you need to find out WHY it's unlevel. Are you looking at your swale? depending on the drainage at your lot, the "high areas" might be the swale -- if you fill in to make the lot level, you've just ruined the drainage on your property, and your yard will flood when in rains instead of flowing to the sewer system.

I've added lots of soil to my property. Look up "topsoil" in the Yellow Pages. Most places will put a front-end loader scoop of it right on the bed of a pickup truck. Or, if you need lots of it, they will deliver a big dump truck load of it.

Look in the yellow pages under Excavators. They can truck in fill and have the equipment to level it and replant your lawn.
