Cars are always speed down my street. Lots of kids have almost been hit, can I put a sign that says "SLOW" on the pole part of the 'yield' sign at the corner of the cul-de-sac?? Is it illegal?

Technically, it depends on the laws of your particular city. But, in practice, it is illegal to alter the appearance of a traffic sign in almost every city in the country. That said, I don't think there are a lot of police officers who are going to write you a ticket for that.

As written, you question is nearly impossible to answer. This is a matter of state or even local law. There maybe be dozens, or even hundreds of ways to answer this question depending on where you live. Anybody who claims to have a yes or no answer without knowing where you live is only speculating.
