The theory is that, in order for there to be an out at any point in a baseball game, there needs to either be a tag or the ball needs to be caught on the fly. Thus, if the catcher doesn't catch the ball cleanly (i.e., he drops the third strike), then there needs to be a tag in order for there to be an out.

cause dats da rules!!!!
It can be traced back to the early origins of baseball. At one time all batters had to be thrown out, or tagged on ANY third strike! It is scored as a stolen base, and no error is charged. Any pitch that hits ground (even if it bounces before reaching home plate) is considered a D3K. It is referred to as an "uncaught third strike" in most rule sets.

The ball must be caught to complete the put-out, if not by the catcher, then the first baseman. Of course, if 1st is occupied at the time, the batter is out nevertheless.

because its probly considered as the catchers fault and if hed have held onto it it wouldve been a strikeout. the runner is allowed to run because even though its a strikeout its technically an error on the catcher and the runner can take a shot at gettin a base
