If a nuclear war occured and you are in a shelter with years and years of supplies (water, food, the stuff you need) and your wife is with you....would man ever rise back up to its full potential....

I don't see why not, though it may be harder due to devastation of natural resources. On the other hand, the new "Adam and Eve" would be starting out with much more knowledge than the original ancestors.
