I think i read it was Ethiopia going by GNP per capita. Refer to the CIA World Factbook that's available online. Also, I wouldn't heavily rely on Wikipedia articles.

Somalia...watch the news there's lot of 'skeleton' people there and no home to stay. Eat only when got food and most of them died because of no food. African country in general.

I would say sub-saharan african countries...
Personally i choses Mozambique, with its infant morality rate at 10% and its average life span at 41.
