if i was to ans the question seriously i would say because if he was naked it would prob be consider inappropriate for a children's show even though he doesn't have genitals also i don't think the creator of the show put much taught into it.
But on another note i think the question you should be asking is why is a duck taking a shower.

I noticed that with care bears too. Oddly she gets out of the shower and sports a showering cap with no towel. It is curious isn't it.
