Here in N Z, they are called both stairs inside and stairs outside,the ones leading up to your home or outside the back door and more than likley to be called steps,

Well, you see, stairs go Up inside, and steps go Down outside. That's the distinction.

People usually refer to Steps when they are part of a solid structure, eg - the ground. And more often than not that's outside.
Stairs on the otherhand are a structure in themselves and usually each stair is hollow underneath. And of course you find more stairs inside than you do outside.

Good question, steps usually are just one flight and stairs usually have many flights, which usually inside there are many flights.

same reasons the outside of your home has siding, and the inside has walls...
the outside has a roof, and the inside has ceilings..
outside has front porch, inside has entranceway...
outside has garden, inside has kitchen..
outside has outhouse, inside has bathroom...
outside has shed, inside has laundry room...
