There's no official timeline for the series, but most of the fandom agrees that the series takes place between 1991 and 1997. This is mainly because in Year 2, Nearly Headless Nick had his 500 year Deathday Party and it is said that he died in 1492. So, that's the most likely answer, but nothing's certain. Also, it is said that Draco Malfoy was born in 1980.

When Harry was 11 he started Hogwarts. He turned 11 in July, and Hagrid came to get him on his birthday.
When they went shopping in Diagon Alley, the little Wizards were all enamored with the Nimbus 2000. As such I would say Harry's 11th birthday was in 1999, and the 1st year was 99-00
2nd 00-01
3rd 01-02
4th 02-03
5th 03-04
6th 04-05
7th 05-06.
I believe the original book was published in 1999. I could go look, but I'm lazy.

This link will tell you about dates in the HP series. Harry was born in 1980, and started at Hogwarts in September of 1991. It should be 1997 or 1998 in Harry's final year in "real time"
Remember though there are contradictions throughout the series, you will never be able to make it completely consistent.
