Without driving the car myself, I can only take a couple of educated guesses.
1. Yes it's possible that your struts are bad and need replacing
2. your cv joints (front wheel drive) or u-joints (rear wheel drive)might be bad
3. a tire may be out of balance which will also cause a vibration, and I have heard that brake rotors being warped from heat will also cause vibration, but I personally have not experienced that.

I owned a new Taurus once as part of a company lease. Worst car I ever owned, it had so many problems. I remember at about the 3rd month, the rearview mirror fell off. It leaked oil constantly. The wheels were constantly out of alignment.
All of these were basic quality problems. So I'm guessing that you have one as well. Check your alignment first.

Well, with that info, isn't it just guessing anyway? How about a broken or worn motor mount. Maybe a bad wheel. Perhaps a CV joint. Could be a bad tie rod end. Perhaps check the entire axle.

that would be my next step to finding the source. Are you a mechanic? check you r steering. Has the car been in an accident? Frame displacement can cause vibrations.
You have started at the top of the list and have done thee first 2.

It could be a lot of different things causing it, but without actually looking at it there is no real way to know.
All these other answers are just guesses, don't risk your life on their guesses, get a good mechanic to look at it.

more than likely it has to be the tie rods on the steering rack or ball joints have these check out and fixed if there is any play in them

Check your tire pressure.
Clean chunks of mud off the inside of the wheels.
Have your tires balanced.
