--Is Catholic--
The Creed states that "WE BELIEVE IN ONE BAPTISM..." Thus there is only one baptism and this baptism is by water and is done through the invocation of the Trinity.
The Holy Spirit, which is received at baptism, and which is received in the fullness at confirmation, draws all individuals into the cooperate life of the Church by opening the life of grace and the sacraments, by which humans are to progress in the Christian life and receive salvation, to each individual person.
Therefore, to receive the Holy Ghost, you are to, as ACTS 2:41-42
Repent
Be Baptized
Join the Church
Adhere to the Teachings of the Church
Devote yourself to and partake of the Eucharist
Devote yourself to the prayers and liturgy of the Church.

One receives the gift of the Holy Ghost, or baptism of fire, through the laying on of hands by those holding the authority, or Priesthood of God, to do so.
