Because he still has the Christian conservative right in this country believing he's doing God's will. Somehow I doubt that God's will is to be responsible for thousands of deaths and I doubt that God would say to veto the funding for stem cell research either. But, he's got all those evangelical types still running around yelling "glory, hallelujah, he's a great president." That accounts for about 35% of the population.

Some people have low standards so they will be happy with any president who breathes. And some people are so partisan conservative, they will approve of Bush as long as he keeps peddling conservatve causes. Those 2 groups add up to about 30%.

It's never going to drop below around 30%. That many people will always agree with just about any issue, given a large enough sample set.
Some agree with him because he was elected and that follow that blindly. And many agree with his politics and his choices, and think that his actions are justified (and that the law should have the exceptions he wished it did.)
That's the thing about a free society. Opinions vary.

There are some optimists out there that STILL want to believe that Bush is not a complete moron. I think deep down they know the truth, that a monkey has more brain cells than he does, but they say that he is good now so they won't feel so bad about where our country is going.

They must be fake. It must have been some little girls thinking they were voting his cute relative. George P. Bush. I am serious. He was campainging for him. Bush Senior was not happy he took his shirt off. He is sort of a ricky martin look alike. He probably got the teen girl vote for that 30%.

Meet our future president. Looking older now. Facial espression runs in the family. Not as cute as in campagin one, but better than GW by far in the looks department.
Oh and single issue voters say he is pro-life he will not abort a fetus, but he will not feed a baby and he will kill the parent in war or with the death penalty. They do not understand that pro-life goes for the whole life not just the unborn life. Single issue voters vote for Bush.
