Your question can best be answered by someone who routinely does, just such a thing, Hugo Chavez. This guy thinks that Venezuela's money is his own personal piggy bank. Granted, Hugo does resemble the before mentioned farm animal, but the rest of his activities certainly lack humor.
This guy is getting ready to pounce on Cuba, once old Fidel kicks off. I believe that neither he nor Fidel believe that Raul is strong enough to hold it together. I believe that Hugo and Fidel have a pact, that turns power over to Hugo, once Fidel says, sayonara!
Their biggest concern is the US, and what it might do once Fidel is gone. If Fidel has one single wish, it is to keep Cuba out of US hands, and he's ready to make a pact with the devil, to see that this doesn't happen.

Species reproduction is handled purely in vitro fertilization, so no genetics problems. And I get to pick who carries the children, and who gets to contribute the genes.
That's about as evil as I can imagine.
