you can put all of the data from one card on your computer and then put the other card in your PSP and put those files on the new card. Make sure you are is USB mode on your PSP to be able to transfer the files. And make sure you power off your PSP before you take out the cards.

First, connect the PSP to your PC. Create a new folder in your "My Documents" area. Copy all the saves to that folder. Disconnect the PSP.

Take out the first card with the saves and insert a new card. Go to "System Setting" and select "Format Memory Stick". It will warn you that formating erases everything. Of course, there's none on your new card. Select "Yes" and press the X button.

Now the PSP will create folders on your new card. Once that is done, connect the PSP to your PC and go into USB mode again. Go to your "My Documents" and transfer all your saves to your new card. Now your new card has all the saves from the original card.
