Get it done at the doctors, it's very safe there, plus it doesn't hurt because they give you a local anesthetic.

First, I would find the most reputable piercer in your area. My husband recently got his ear pierced and the guy who did it used a sterile needle and required my husband to watch him dispose of it in a sharps box and then sign a sheet saying he saw him dispose of it. I don't think Hepatitis C should be too much of a concern, especially if you go to the right place. Shops that offer piercing do get inspected and will be shut down if they are found to be risking customers' health.
However, infection is a concern. My roommate in college got her belly button pierced and had to constantly care for it with a certain solution that would clean it but not irritate it. You can't wear clothes tight around it or it might not heal correctly. Going swimming can even be problematic. Someone at my high school got infected from swimming in a lake and had to have hers removed and treated by a doctor! If you want to convince your parents, do the research on it first and tell them everything you learn about it. This will show you're trying to be responsible and have thought this through.
Even if you do all this, it may turn out that this is just a good way to celebrate your 18th birthday! Good luck.

The human belly button is one of the least sanitary places on the body externally and thus the easiest to get infected through piercing. My guess is you can't convince them with discussion but if you keep bringing it up over time and showing respect and responsiblity they may decide to let you do it. Having a reduced immune system means you need to be more careful then most people your age.

Getting a piercing is a form of self expression. You should ask yourself why you want the piercing. Will it make you feel sexier in a bikini? Do you want one because everyone else has one? Tell your parents what it will do for you.
Also, if you go to a parlor, ask how they perform piercings. A place should use sterile needles and antiseptic. It is imperative that you research places that use clean and safe techniques! You should go with your mother so that she sees that you aren't at risk for any diseases.

You can't give blood for a year after getting a piercing because of the possibility of hepatitis. And many belly button piercings ... do look whoreish. That's the who whole idea ... you are going out of your way to get attention. It's like wearing a come phuck me. sign on your back.

Belly buttons and toungues are the two places that have the highest incidence of infection. BAD INFECTIONS !!!
If you wanna be freaky, get your clit pierced (actually you get it
pierced above the clit), and get a ring with a ball. It heals quickly and I've never heard of an infection there. Besides, women tell
me they get turned on a lot. The ball on the ring should just sit on top of the clit bump.
No woman ever regretted it. But don't get it if you're under 18. (legal disclaimer)

A friend of mine got hers pierced and got a REALLY bad infection. Infections like that could lead to internal problems...which you really don't want to deal with, do you?
Anyways, they're kind of outdated. And trust me, from previous experience, listen to your parents :)
