A laser won't cause your pupil to dialate, and can hense damage your light receptors. Eg. if you put a red gel over a light source and shine it into your eye at night you don't have to wait for your eyes to readjust to the darkness.

It depends on the wavelength of the light. The lasers pointers (like teachers use to point at the blackboard) will cause damage (irreversible) to your retina, and can be vision threatening.
