Michael Vick is a step above most QBs simply because he is so hard to defend. Even if the Falcons lost every game, Vick would still have to be at least a 5 because he is just so fun to watch. If you have never seen him play you are missing out. He is incredible. He is the most athletic QB in the game. To see him about to get sacked and then run for a 25-30 yard gain is not an anamoly. You never know what you are going to see from this guy, and the fact that he is so versatile is what makes him so valuable.
Sure, he has had difficulties with his passing game from time to time, but reports say that he has been improving and you have to remember that the past couple of years he has spent a lot of time playing injured and now is completely healthy. Also, adjusting to the West Coast offense is never easy, but now the Falcons offense is really ready to dominate.

2 or 3. He has little pocket presence, poor mechanics, and severely lacks leadership. He runs first and asks questions later. He would be a much better HB or WR he will have to have a new set of coaches that will make him learn these or he will only ever be mediochre.

8....He can completly dominate any game and changes every defense to compensate for his skill. Not only that but he is a winner and a proven one. There are only a handfull of QBs who I would rank 9-10s Manning, Brady, Palmer, Favre.
