Humor. Evil genious-ness. The writers thought it would be funny to have a talking baby that nobody really thinks as a threat but is. Its no weird plot twist or back story. Family guy is just supposed to be funny. No real plot to it just humor.

Only Baka's can hear him!!!! ^_^ we are all baka's so we can hear him. Sorry but I couldn't resist!!!! Well I know Brian can understand him but I also believe that other's can understand him but choose to ignore him!! Like there is an episode where every Griffen family member is on the phone and are talking to each other and when Meg talked on the phone everyone hung-up the phone and left Stewie to talk to her!

how interesting would it be to watch and listen to a baby who couldn't talk? as opposed to a baby who is an evil, maniacal, genius. not very at all in my opinion. so my answer is, Stewie can talk as a plot device to make the show more interesting to viewers

Stewie can't really talk per se...it's just baby babble that only Brian the dog and other babies can understand. We're allowed to understand it as well.

It does seem confusing because in some episodes they can understand him, but others he is just talking to himself. They never show how he could talk.

also it was chris on the phone calling from the jungle and when meg picks up everyone else gets off its from jungle love. also meg dies at the end and some how comes back .
