Are you trying to access your Yahoo mail through Outlook Express? (Question is not clear). If so, you have to have the paid Yahoo Plus e-mail. You can not do it with the free e-mail.

Now popular sites like hotmail, yahoo stopped supporting pop3. From POP3 address mail clients get the location of your mailbox. If POP3 service is blocked then you have to view mails in browsers only not from any mail client like outlook etc.

if you plan to use web mail, you don't need POP3. otherwise if you want to use to POP you will need POP3 handlers such as opera, Microsoft outlook, thurnderbird and so on

Do you mean on Windows (95, 98, ME, 200, XP) or what?
