Celeborn is Lady Galadriel's husband played by Marton Csokas. The character you described is Haldir played by Craig Parker a talented New Zealander. i think most of the elves are blonde. Or in shades of blonde.

Haldir is the one that comes at the last minute to fight alongside the men. Celeborn is the elf that appears with Galadriel when they greet the Fellowship in Lothlorien. He's Galadriel's husband.

Celeborn, as stated by others is Galadriel's husband - is not the Elf you're thinking of - although I believe Haldir, the one who leads the Elf Army, is their son.
