Most VHS output through RCA cable or S-Video cable. You need to get a capture card that will take RCA input or S-Video input.
The choice of encoding method differs depending on the video capture card but you will be able to save to your hard drive and play it back using the software included with the video capture card or other media player like Windows Media player.

Actually you do not need one. You can get an adaptor (Dazzle is one) that will connect your tape player to your system via a usb port. If you want to convert vhs to dvd you may have a problem with commercial vhs tapes as they do have anti-copy protection.
