The people abuse the website, so it's the people. Either you drop them a mail or click on the question and flag it, i.e. Report Abuse link button. Each abuse report is reviewed by a customer care agent, who determines the appropriate action. It is not possible to "attack" someone by repeatedly reporting them for abuse.
Customer Care can be reached by drilling down to the help page most closely related to your problem. At the bottom of the page, there usually will be a button linking you to Customer Care.

what is the abuse that yahoo did? you are free to use or not , they do not get money from you .
