I want to build a budget computer under $300 (without monitor). My only requirements are that it should have a DVD burner and be able to play DVDs and DivX movies with ease.

I have built a few computers before, so feel free to hit me with the technical jargon.

Any ideas on what specific parts / mobo-cpu combos to use?

I would start with a barebones kit from Tigerdirect, then add in any old components you might have lieing around. I have seen barebones on sale at Tiger for a little as $29.95 after rebate.

Since you have built computers before, I would suggest that you build this one as well, because more likely you will save money building it yourself than buying a "customized" computer from a manufacturer. I'm guessing that you have a previous computer, and if you're not going to use it anymore, you can recycle your old parts to save money, such as CD drives, floopy drive, RAM (if compatible with new motherboard). I don't really have any recommendations about which motherboard and processor to get, but I would suggest getting a combo pack, where you get both the motherboard and processor together. Also, since it seems that you are primarily going to be watching movies, you should get Windows Media Center.

It's getting harder to build a computer cheaper than you can buy the same thing. When I build I like newegg.com, because they have a good selection of basic parts, and they allow you to save your choices until completed. Your main problem is the OS. If you already have install disk you're home, otherwise it could cost up 1/3 of your stated price. It's hard to upgrade an existing computer at that price point. Try CyberPower.com, they also allow you to "custom" build computers, and have several good price points. I got my last computer there.

Hewlett-Packard is a good brand, too!

If you know about all the parts that go into one, build your own! Try a store like Fry's Electronics. You can build them at a cheap price. To really get the best deal, camp out all of thanksgiving day so you can get HUMUNGOUS PRICE CUTS on the day after thanksgiving! They practically give stuff away!

if you buy second hand components your price might be much lower then $300

You should try: http://www.dell.com (Dell). It allows you to "build" or custumize your moniter, modem, laptop, etc.
