It means that it can be used for something other than for which it was specifically developed.

For example, searching for low friction, heat resistant coatings to use in the space race led to development of stuff such as Teflon. Now all types of things have Teflon coating such as cookware which allows one to cook without using oils and the cooked food doesn't stick to the cookware. This is one example of technology transfer.

I would assume transferable to different countries.

you usually have to get electronic adaptors to have your appliances or computers, or electronics work in different countries.
