In big car races, like the Indianapolis 500, a lot more drivers try to get in the race then the track has room for. They do time trials and take the fastest cars. At Indianapolis, they accept 33 cars into the race. The slowest of the 33 cars is "on the bubble". If another driver gets a faster time, the bubble bursts and the driver is out of the race - and the new #33 is on the bubble again.

""You can go from being in the race to missing the race in just a tenth of a second," Boat said. "This team really stood behind us. It’s really scary when you turn down a ride from A.J. Foyt and you sit on the bubble for nearly an hour. We were just able to get it done. Last year, we were on the other side of it when we took the last shot and got it in that way. It’s a lot harder when you are sitting there watching guys one after one take a shot at you. You never know what can happen here with somebody taking a quick lap at any time."

this expression is used to describle when someone or something may be out of scope or removed from the group.

Being on the bubble means that you are on the cusp of loosing your position. So, if you are in a competition that awards 1st, 2nd and 3rd place and you just competed and are currently in 3rd place, you are "on the bubble" because if the next competitor earns a higher score than you, you will fall down to 4th and not get a ribbon.

Most of the time being on the bubble means that in a sport or game, you could be in or out depending on how you and others score. Like if there is a tournament and you are #11 and they are taking the top ten then depending on how you or others play, you could be in the top ten or out.

Originally, it meant right on target, but got misapplied over the years to mean on the edge. It's a reference to the builders' level, which contains liquid with a bubble in it to determine placement that is level in relation to the plumb line. B.
