In Minnesota anyone with a class D license (Standard driver’s license) can legally operate a scooter under 50CC, without any other certification. A 14 year old is not of proper age to obtain a class D license. Now there are some exceptions to this rule, but they are few and far between. So to answer your question, for all intensive purposes, no. If this 14 year old is legally emancipated from his parents, or has no other means of transportation, then it is possible to request a permit, but it is extremely unlikely.

MN laws suck i hate that state. Don't fart on when riding it or you'll get a ticket. ND he can with out any permits
