Starting with the NL EP, you can (if your system is robust enough) view the houses next door from the lot you are playing.

IF you click on the lot next door, you can exit the lot you are in and play the other lot. But your sims do not go with you. It's just a way to be able to remember to play all your nearby sims so that they age at about the same rate. :)

If your system is not robust enough (slow CPU, poor graphics, low memory) you will have to go to the neighborhood screen to pick the next lot or family that you play. Other wise, you can see them in the distance and just click on over there to play.

There is no way to go visit a neighbor. You can only visit community sites. If your Sim wants to spend time with a neighbor, they can invite them over. Or, you can exit your Sims house, enter the neighbors house, and have them invite your Sim over. If your Sim doesn't know your neighbor, try visiting community lots. There is a good chance of running into your neighbors there.

you cant have your sim leave their household to visit a different household, but you can call and invite people over, or call the taxi and invite a sim to a community lot, where you can meet them there =] also, neighbors are always walking by your household, so you can greet them when you see them. i dont think there is a game where you can go to different households. too bad, that would be cool =[ maybe they'll add it in one day =]
