I take the motor runs. Only issue is the unburnt fuel. Be sure the correct spark plugs are in the motor, they are J8C Champions gap at .030.
Make sure the motor is warming up, a cold running motor can not vaporize the fuel properly.
Be sure the gas and oil ratio are correct at 50:1 ( 1 pint oil to 6 gal gas) and you are using TCW-3 oil and good gas 87 is fine.
Last, the old cross flow 2 stk will pump out up to 40% of the fuel going into the motor right out the exhaust ports.
Unless gas is flowing out the front of the carb, or there is an idling issue, leave the carb alone, try mixing some Mercury Quick clean or Johnson fuel system cleaner in you fuel tank. Won't hurt. Hope this helps.

Are you sure it's fuel and not water? How much - are you just seeing a bit of a slick in the water behind the boat? A small slick is normal, but if you see more then it might be running too rich.

Have you been running this on the water, or just in the driveway in a barrel or with ear muffs? Sometimes if it's too rich you can only tell when you're on the water running it - you try to open it up and it just seems to bog down.

If it's running too rich. Start by turning the highspeed needle down until it's seated - do not overtighten it as you can damage the needle if you do. The highspeed needle is the lower and fatter of the two. Make a note of how many turns you turned it down (just in case.) Now back it out 3/4ths of a turn and try it now.

2-stroke motors do not burn all the fuel efficiently, but you shouldn't see it readily out the exhaust .

need more info but i guess it does run. if it runs very rough then its probably a stuck float or dirty or worn out float needle and seat. older parts are sometimes harder to find but a carb kit is out there. disassemble, soak in carb cleaner over-night, blow-out with compressed air,reassemble with kit. i think this carb is adjustable, im sure youve been there done that. this could be an ele. problem. any time the plug doesnt fire the raw fuel is gonna go out.....tune-up.....plugs, points, and condenser. do it any way if its been awhile. the old gal might need both to get her running really good again. keep an eye on that water pump and foot oil !!!

It sounds like its flooding,fit a carby kit that has a new needle and seat.
