In most states you get the photo ID at the Department of Motor Vehicles, same place where you get your driver's license.

The state of Texas, anyway, issues photo ID that cops and merchants will accept for things other than driving purposes. I believe that some of the chain copy shops like Kinko's and the in-store copy service at Office Depot do ID that companies use for their employees.
