He would have sent the SAS after them (the terrorists), without causing a huge bloodbath and government upheavel. Then he would have made some smartass remark that would be added to the giant 5 volume set of Churchill's smartass remarks...

I KNOW I am very glad that I am not a terrorist assuming Churchill was Prime Minister. Anyone who was even suspected of ties to bad guys would be locked up - and if they were proven to be involved in some way - I don't think their chances for a long life would be very good.
He was not known for his pleasant demeanor and did not suffer fools (or Nazis, or Terrorists) gladly.

He'd have planted spies, spoken to the people in such a way as to inspire them, studied everything very carefully, and acted in the best way he thought. He wouldn't have sat back and just let them do it, that's for sure!

He would have destroyed the terrorists. And he would have slaughtered millions of women and children to get revenge.
He & FDR slaughtered thousands of German women and children when they knew no German soldiers were even in those cities.
