A 99 Ford van may not have a hard wired cable. It's best to check the Haynes manual on this. Buy one at your local Autozone or autoparts store.

If there is an electronic connection, check the fuse first before you do anything.

the cable is broke there is a real thin piece of metal strand as the cable and at the end where it connects has a square piece that goes into the transmission to turn and make it work they will snap very easy they are not real hard to change just time consuming because you need to pull the dash out dont go spend $60 bucks when you dont need to just save money and check the cable

a crack in the cable, mine was put together by two short ones and one had a crack caused by rust.. if you are machanically inclined take the cable from the transmission&the cluster out and turn one end the other side will turn also... plus while you take out the cable check the plastic gears that wear down or break!!
