i would take the less expensive route.
or, you could just take a simple route also less expensive and you will feel like you have accomplished something challenging. after the sun goes down pour your chlorine in the pool.
run the filter and then clean it after a couple hours.
in the morning when the sun is bright pour algaecide all around the edges of the pool , run the filter if you are going to be home to clean it often.
then that night add more chlorine.
after that take a sample to the pool store and they will tell you what you need as far as chemicals go. this would be soooooo much cheaper than paying someone to do it for you.
i have done this before when my pool got out of hand . the hardest part is constantly cleaning the filter. it takes about four days to get the water where you could even call it clean.
after you get it clean then just run your filter everyday for a couple of hours during the sunny part of the day, add chlorine every couple of days and algaecide every week and it will help a lot. good luck.

First , I think you should get a second opinion on the cost of coverging it! that sounds mighty ridiculous. And what is so wrong with it that it costs 12k to fix??? I dont know the size of your pool or anything, but it sounds like your figures are a bit High.. I would go and shop around for other options then the ones you have gotten quotes on already.
I would say, you could make a pond out of it , if you dont want to pay to cover it or fix it, however mosquitos may still be a problem, but if you stalk the pond with fish and wild life then maybe they would eat some of the mosquitos.. .... but if It were me I'd pay to have it fixed, and keep it up with the proper chemicals and cleaning and such so that its not such a big job to get it going again every season...

Put those mosquito eating fish, that they breed in Orleans Parish Prison, in the pool. Add some plants, a fountain, and lights. You now have a very expensive pond...sans mosquitoes.

The best thing would be to drain it completely.
If for whatever reason you can't, get a pump sprayer ( 1 gallon type) and fill it with mineral oil.
Spray the oil over the water, it will make a film that mosquitos can't cross from above and any larvae can't get through from below and won't evaporate (the oil).

If you do not plan to fill the pool eith with water or cement, drain all of the water out so that nothing can live or grow in it. Use a sump pump.
