"Paying through the nose" meant literally with BLOOD.
Originally, It was phrase used to "bully" people for their money.
In modern days, it means you have paid too much for something.

Actually, there is not a certain amount, it's like you pay a little at a time, because you don't have enough to pay what you owe.
