The foot is a unit of measurement. 12 inches is the distance of one foot. Linear means along a line, most likely a straight line.

A distance of 12 inches without any bend or curve.

For example, a copper pipe is linear, that is, without any 90's or 45's inline.

A 90 degree el is equal of 1 linear foot of resistance. Important when calculating flow.
