Also is it ok to wear shorter socks under knee high boots ( i hate the feeling of panty hose)?

For a comfortable feel while wearing knee high boots with a knee lenght dress go for those little feet stockings that act like little socks that wrap around your feet.

I always wear shorter socks with a knee-high boot. I hardly ever wear stockings. If you do, make sure they're sheer. You don't want to look like a nun or Amish girl.

I always prefer wearing stockings with boots, it protects my legs......but stockings depends on the dress you're wearing......patterned dress must go with simplier stockings like "nude"....but fish nets seems to work well with plain clothes.....and fish nets stockings I think just looks very sexy....but since you hate the feeing of panty hose...then go with something you're comfortable with - thin shorter socks. Bare legs can be very "interesting" peeking out from between your boots and dress.
Confidence also goes well with most clothes.

I would recommend the thigh highs(hold ups) or actual stockings with the garter belt...
Please don't wear the knee highs, nothing looks as dumb as wearing knee highs and they show thought the slit in the skirt and people know your wearing them if thats the case wear ankle socks and go bare.

I hate panty hose too, so I use long socks that come up just below knees. Short socks will ride down when you go about your shopping, and gal is it uncomfortable!

i don not suggest stockings either cause the boots tend to start to pull them down aand you will be constantly pulling them up at the waist.. i would wear what is comfortable, knee higg socks do not work either cause the boots wiggle and pull the socks down too , shorter sock is the best

this is the only time i think fishnet stockings can look classy.

Well actually the style, color, and texture depends on the style of your outfit.
It is okay to wear shorter socks but it might not be all that comfortable.
