The internet equivalent of a phone book is a search engine. You look things up by entering names, keywords, locations, and phrases. There are search engines that specialize but a good general site is: google.com

Something like Google's Directory is closest to what you're asking about here, but no search engine will cover all sites (not least because a site owner can instruct search engines not to index their sites) so technically the answer is no.
