Boats do not have carburetors. Engines do though and Sea foam is a great product for doing a number of amazing things,as Cristiano suggested. If it doesn't help you'll have to bite the bullet and get the (entire) fuel system serviced down to the last little bitty part. I suggest running your engine once a week for 15 minutes to avoid future problems. Good luck

If the engine RUNS, put a bottle of Techron in the tank, and run it for a while.
If the engine WON'T run, then try some spray carburetor cleaner....might help.

You CAN try cleaning it with spray cleaner on the engine but it can make a mess - I'd recommend removing it and cleaning out any passages you can find. Check the fuel bowl for sediment and clean that too.

Soak it in petrol. taking ot off engine
or use redex. keeping it on
If unsure get a friendly bloke to help, not a thing to take to a mechanic really.
