I don't believe BUSH had anything to do with the arrests. The arrests were carried out by the British and Pakistani officials. The Americans just heard about it along with the rest of the world. The attacks were going to be carried out maybe on the anniversary of 9/11 it seems, which is a ways off from now, but the Pakistani and British officials had been following these people since November or December it said and had reason enough to believe that it was time to round them all up and arrest them. So, if they have enough evidence to believe that if left to their own devices, that these people were going to actually blow up however many planes in mid-flight, then yes, I think it was warranted.
Also, the day they were captured was like their practice day or something, where they were going to test if they could sneak in the liquids... I'd say that's enough reason to arrest them all.
And of course the news exaggerates everything because they want you to watch it... but I don't think in this case they exaggerated anything more than the extreme inconvenience and hassle it takes to get through the airports. A friend of mine flew out of NYC that day and said it wasn't so bad. The threat itself doesn't require any exaggeration in my opinion.
