Ringtone making software?

Is there a software or a way to make ringtones for all types of cell phones without phone - to - computer connection?? If so, what is it and where can i get it. isn't the basic format for cellphones "midi"??

Try xingtone.com. They have a free trial that allows you to make one ringtone for free, but after that you have to pay like a twenty dollar fee for unlimited ringtones. But you don't need a computer phone connection for it, just text messaging.
