timing chain. and yes it can be fixed. if your friend has a '62 bug that is worth trying to drag race in he should have no trouble putting the new engine into it.

Unless he has some weird engine swap (which might explain why he was drag racing it), a VW Bug shouldn't have a timing belt. It shouldn't even have a timing chain. Air-cooled Volkswagen motors use a gear driven camshaft.
If this is not an engine swap, your friend is either pulling your leg or a very inept mechanic. If it's the latter, he shouldn't try fixing this himself.

No ! Get your motor rebuilt or replace it. As far as the expense goes your better of replacing the motor. By the way a 62 bug has no timing belt.
