You didn't say if the wipers worked at all. If they work but they won't go down all the way, open the hood and inspect around where the wiper motor and arms would be. Check for anything that would cause a jam between the motor and wiper arm. Example: rag, tools, kids toy, etc. Also, check for bent wiper arm, or loose, slipping connection between the wiper motor and the arm.
