The stolen base IS underrated, but doing it more often is a trickier proposition than one might think. Baseball statisticians have determined (not sure how!) that base stealing only helps a team if they are successful in > 2/3 of their efforts. Apparently, a team that gets caught stealing in more than 1/3 of their attempts actually is worse off over the course of the time.

Stealing a base is a lost art form. Think about it. If someone can get on base and then steal second they are in scoring position without the next batter giving up an out to get them there. Also it puts you out of a double play possibility. Stealing a base is a huge advantage and should be done more often, but you can't just steal whenever you please you have to do it on the correct count, or the right pitcher etc...
