Put your cursor over a blank part of the tool bar. Left click and hold, drag to the bottom of your screen ... or wherever you want it to be

It's a pain when that happens. Try grabbing the toolbar at the clock, then you can return it to the bottom of the screen.

You have to left click it and hold the button down and drag it back to the bottom. It will probably take a few tries while trying to find the right place to click.

just drag it to the bottom of the screen like you would anything else or...right click start and set it up to be on the bottom...its nothing dificult to fix

I guess you mean taskbar. If you can't drag it. right click properties on the start button, choose taskbar tab and uncheck lock task bar. now you can drag it.
