He will not be impotent just sterile. The testicles do not regulate blood flow into the penis which is what enables the penis to be engorged with blood; thus "getting hard."

Yes, sperm is manufactured in the testis--the balls. This is also a source for a lot of man's testosterone. So a man without his testis would not be able to manufacture sperm and therefore he would be impotent. Luckily nature gave men a pair of balls. I knew a man who had problems with one testy so “he was firing on only one ball.” Yet he still had three children.
A man without a working set of testis would not be able to generate sperm. They could get an erection, but without sperm they would not be able to reproduce and so would be impotent.

A man will be able to have erections, but he will not be able to produce offspring because the "balls" or scrotum is the site of sperm production. Erections are caused by the circulatory system, as well as the erotic centers of the brain.

Impotent, no. Sterile, yes. There are many hormone releasing glands in the body which will allow a man to have sexual stimulation and arousal. It may not be as good as once it was, but possible it will be.
