You can look at the list low-cost airlines flying between two European countries here: http://whichbudget.com/ (Easyjet, RyanAir, Germania, Transavia etc.)
http://www.Lastminute.com is an equivalent of Travelocity (i.e., reasonable, but not the cheapest). I also used http://www.anyway.com and http://www.opodo.fr (although it's French, it gives airfares for other countries as well).
I found that American http://www.kayak.com has many European listings and it's really my favorite.
Point&Travel (http://www.pointandtravel.com/) gives many good links too (including the ones above).

Try www.skyscanner.net. You can't book through them but you can enter your proposed flight details and they give you a run down of some of the cheapest airlines for those flights and you can then link through to their websites and book directly.
Another good one is www.lastminute.com (which, despite the name, is not only for last minute bookings). This one is also a good place for good hotels at a cheap rate.

In Europe you'll want to travel using Ryan Air. They are absolutely the cheapest way to fly. Check out their website: http://www.ryanair.com/site/EN/
