It no longer really has any useful purpose within a GUI environment, http://en.wikipedia.org/wiki/Break_key it's only use to me is to pause games. However, in the early DOS and command line based operating system days it was used to pause the output on the display since directories could be fairly lengthy (as they can be now but we see folders). It can also be used (in some cases) to pause the output from the BIOS. Other than that, it has no use in Windows or any other GUI based system. For all intents and purposes, it could be removed and I don't think anyone would miss it.

Restart your computer and press it while the computer is loading before you see the Windows screen. You can pause and read some of the system information. Press any button to continue.

It is used to pause some games and also to pause certain screen actions such as the one the first answerer gave.

if any media window is open it will start the music or stop it
