My cockatoo certainly sleeps-AND if she does not get her precious beauty sleep of minimum of 7 hours, she is cranky for most of the day, until she feels better. So birds, definitely do sleep (I've got the cutest pictures of my loving cockatoo sleeping, eyes closed of course, with one leg tucked in under her wing, resembling a bird sleeping holding her little "teddy"-SO CUTE)
Fish, absolutely, positively do not sleep, that can be confirmed by any aquatic professional, or even a pet gold-fish amateur homeowner.

they both do
when fishes are asleep, the often stay still (with their eyes open)

for birds, from what i've noticed so far, they ducked their head in to between their shoulders haha while hanging on the branch

more details go to google.com/image and type in 'sleeping bird/ fish'

I dunno about fish, but I had a pet bird one time, and I'm not sure because I didn't spend my sleep time staring at my bird, but Yes, I think it slept.
