Try shopping in the Misses instead of the Juniors department. Most of the clothing in the younger styles are pretty revealing. If you can't find a skirt you like, try getting one in a 2 and taking it to be altered at your local dry cleaners or seamstresses.

European brands often have smaller sizes, so try those. The European designer brands (like Armani Exchange, Ben Sherman, etc) tend to be extremely expensive though. You might want to try H&M for a cheaper alternative?
